There is a tractor trailer unit pulling out to pass the bus, shot from what appears to be the rear window of the leading vehicle. In that circumstance, the only concern is whether or not the semi is going to try to cut in between the two or cut off the lead vehicle.
Now if the picture taking vehicle were clearly traveling the opposite direction, that would be a clear and present danger.
Take a look at the bus driver and what side they are sitting in. This is clearly the bus passing the truck and you are looking out the front window at the on-coming bus.
